The Transformation Transfer Initiative (TTI) Project, funded by the Substance Abuse and Mental Health Services Administration from 2007 to 2025, supported states and territories with small, competitive, flexible funding awards and tailored technical assistance to transform public mental health care systems.
States received tailored technical assistance from NASMHPD, including one-on-one support, connections to subject matter experts, and resources in areas like trauma-informed care and crisis response. The NASMHPD TTI team facilitated peer-to-peer learning and provided support to state staff, helping them manage their workloads effectively. Collaboration with the NASMHPD Research Institute aided in data collection and evaluation, ensuring projects were sustainable beyond the award period.
The TTI was designed to allow awardees to focus on outcomes rather than administrative tasks. The application process was simplified to minimize the burden on state staff, requiring only a brief proposal detailing the project, budget, and timeline. The initiative emphasized minimal deliverables, with only monthly calls and reports required.
The TTI Project has successfully assisted states in various areas, including workforce development, emergency mental health services, and youth suicide prevention. By allowing states to take ownership of their projects, the initiative has led to improved outcomes and enhanced mental health services across the nation.
